Tusklord Hrak'kar is the racial leader of the Tuskarr. Little is known about him. He resides within the great Tuskarr city of Kaskala within the Borean Tundra on the frozen continent of Northrend. He decides the schedule for Kaskala. He spreads the tasks evenly so no one village bears the brunt of any task or has too few men to bring in food.LoM 92-94
He doesn't seem to appear in Wrath of the Lich King.
