Twilight Skyterrors can be found patrolling the skies above the Twilight Citadel^{[37, 75]}

in the Twilight Highlands. Players cannot target them in the initial phase of the zone, but after Lirastrasza is freed and begins hunting the drakes down, players engage them when they land, injured, upon the ground during the below quest.
