This achievement is technically available beginning at level 35 when it is possible to train to being able to create normal frostweave bandages and use heavy frostweave. However, it is both time consuming and rather expensive in terms of both training and materials (i.e. cloth) necessary in order to raise the toon's skill level to be able to do this. The toon will heal (most likely) to full health very very quickly, but unless the player is heavily into pvp the rate of heals aren't truly necessary (in terms of overall cost).
