The Council was originally founded by Nairb. He made it as an organization to defeat the Scourge and Burning Legion. Now it does much more things like working with the Silvermoon Remnant to try fix up Quel'Thalas' ecosystem, try to help Pandaria from attacks or discoveries, and trying to destroy the Horde and Illidari.
The Grounds
The Council's main base is underneath the ruins of an old High Elf castle in the Plaguelands. to get in you have to go the remaining part of the right wall and say "only the chosen may enter". That triggers a trap door and then you enter. The Base has a stable, library, shooting range (for bows, guns, crossbows, and even magic), Great Hall (where the meetings take place), tons of rooms (bedrooms), laboratory, kennels, and a prison. The prison holds the Council's prisoners. Thedarin and Kenai are put in charge of interogating them. The Council also has portals to other places. One to Stormwind, Valgarde, the Quel'Lithien Lodge, one to the Quel'Danil Lodge, Iron Forge, Darnassus, Shattrath, the Eastern Plaguelands, the Ghostlands, the Silvermoon Remnant's Base, and Quel'Thalas.
