The Rift is first LotA dungeon that's aivaible after "Bronze Adept" questline. The dungeon entrance is located on the mountain that you can first enter by helping Teebuu in investiging the "Infinite Plot", later you can enter it by taking a portal to the mountain from Scale of Sands stronghold.
