Spell hit query

Hiya, I've been doing quite a few edits to the spell hit page, and I'm wondering if you have a source for this change you made? I'm well aware that the fixed 1% miss chance has been removed in 3.0, so most instances of 99% need to change to 100%, with appropriate changes to rating numbers, but I'm puzzling over whether that applies to target level -3, or if that should still be 99%, with 100% at target level -4. I know it's not very important, but I'm interested in achieving as much accuracy as possible in the article.
