Block vs Ban Edit

Note that a Ban can be a more useful, more targeted, tool than what I know blocks allow. I could imagine a block permitting access to Guild and User namespace (blocking everything else), for instance, but not "blocking edits to anything in Category Y".

Bans (without blocks) also require consent of the user. Significant blocks are then, a mechanism to enforce a ban where editor participation fails.

Note also that bans may have a note on the user page indicating (to the affected user, and to other editors) the state of the ban. This provides a place to point to, against arguments of ignorance. It also provides a point against "ambush bans". --Eirik Ratcatcher (talk) 21:52, 21 July 2009 (UTC)

Are there any provisions against administrators cherry picking parts of a ban/block policy? This what I suspect is likely to happen based on past history.
