Actually, from my observations, I believe you and the article are both wrong. And yet both right. It's a different answer per server.

On my server, Suramar US, the dailies reset occurs at 4 AM Pacific Time. (That's 7 AM Eastern, New York!) Obviously, your observations can be correct too, for whichever realm it is that you're playing. ok, then i guess put down "early in the am" as the time the day starts.. i watched the clock, and at 2am central time (where i live), my daily quests went from 23 to 25, as i got a message
