V'eru is a naaru who resides within Shattrath City at the Terrace of Light, not far from the portal trainer and its fellow Naaru, A'dal.
With patch 2.1, V'eru gives the quest 
[70] Speak with the Ogre, directing players to the ogre Grok in the Lower City.
