Currently the best translation of this is written by Artinz in the Wowhead comments "I wish for my honor. I will make peace, and the people will survive. Orcs are..."

If this is true it would suggest she feels a need to make peace with the Blood Elves. Then again, if she wanted to make peace with them, then it seems strange that she created the Silver Covenant to oppose their admission into the Kirin Tor.

Notes

The item name is misspelled, as it's supposed refer to Vereesa. It is possible that Blizzard wanted the name to be different to implying a different person, because they have been notifited about this before the patch, and did not change it.
