When veehja is found she is cornered in the Shrine of Scales by many Skadir. To get to her you may need to kill some of the Skadir. They have a spear as a Ranged Weapon and are packed tightly inside of the shrine so you probobly will end up pulling them all.

  Once inside you can talk to her and do the quest A Fathers Words.
