This item drops from Vale Moths in Ammen Vale on Azuremyst Isle, while on the quest  [1] Replenishing the Healing Crystals. This quest is obtainable from  Proenitus at the Crash Site in Ammen Vale.

Proenitus uses these Vials of Moth Blood to replenish the power of depleted healing crystals for use on Draenei survivors of the crash that have been found and sheltered in the Crash Site.
