Viktori Prism'Antras is a level 28 quest giver located at Darkshire in the human-aligned territory of Duskwood. You'll find him while going up the hill past the gryphon master inside the hut to your right. He is currently trying to create a device that will allow him to look at the stars much closer, using blueprints made by his friend Cog Glitzspinner.
