The Vir'aani can be found around Oshu'gun in Nagrand. They're a band of rogue ethereals led by the dangerous criminal Gava'xi and have begun to dislodge large fragments from the crystal.

Cryo-Engineer Sha'heen has a self buff called Vir'aani Concentration so they seem to have some kind of relation.
