Allows you to control the visibility of various UI elements.

-Replaces PopNUI and TransNUI
-Complete revamp of PUI and TUI
-Added ability to completely hide frames
-Optionally dependent on BarOptions, if you have it, then you can auto/hide the mainbar without doing so to the action bar
