Vladek is the leader of a group of wolf cultist trappers whom have been cursed into worgen (or worgen who are posing as trappers) who have taken up residence in Silverbrook.

 Alliance: After burning a large number of them with firebombs (while escaping from Silverbrook), the character is tasked with slaying their remaining leader.

 Horde: You are to slaughter the trappers before they can join with the Alliance. (The fact that they are wolf cultists is discovered in the process.)
