Inner Will is a new priest spell that comes with Cataclysm, learned at level 83 for 25

Inner Will increases movement speed by 10% and reduces the mana cost of instant-cast spells by 15% for 30 minutes. This buff is exclusive with 
[Inner Fire], meaning you can't have both up at once. Inner Fire provides a spell power and Armor buff; Inner Will should be useful on a more situational basis.
