Chocolate Lover is an intermediate achievement requiring the consumption of 25 
[Noblegarden Chocolate] that leads to Chocoholic, which takes 100. Chocoholic is part of the Noble Gardener meta-achievement for the Noblegarden world event, so Chocolate Lover is too, indirectly.
Despite what the text says, you can also get this achievement by eating the chocolates outside the period of the Noblegarden celebration.
