The mount is sold by 
Raider Bork <Mount Quartermaster>, for 30 Marks of Honor from Alterac Valley, Arathi Basin, and Warsong Gulch.
Notes
This mount and the Swift Razzashi Raptor are the only Raptor mounts ridable by Tauren.

Under the old PVP Honor System, this mount had different requirements, and was only available to members of the Horde who had reached a minimum PVP rank of Lieutenant General (rank 11)
The players that owned one of these mounts were given Riding Skill of 150 for free when the system changed.
