Wiley the Black is a level 26 quest giver located in the Lakeshire Inn in the human-aligned zone of Redridge Mountains. It is implied that Gryan Stoutmantle once saved his life and Wiley now owes him. Since he seems to know a lot about the plans of the Defias Brotherhood, it is likely he is an ex-member of the organisation or its predecessor, the Stonemasons.

He starts the quest  [18] The Defias Brotherhood.
