Windle Sparkshine is a gnome outside the Alliance inn of Dalaran. He sells 
[Windle's Lighter].
Every day at 9:00 PM server Windle walks around and lights the street lights of Dalaran with his wand. This could be a reference to the "Harry Potter" series where Dumbledore turns off lights in a street using a magic lighter.
