Winter's Chill
Gives your Frost damage spells a 20n% chance to apply the Winter's Chill effect, which increases the chance a Frost spell will critically hit the target by 2% for 15 sec. Stacks up to 5 times.

Winter's Chill is a mage talent that makes your frost spells apply the "Winter's Chill" effect; each application of the debuff increases the critical strike chance of all frost spells. Each rank increases the chance the debuff will be applied by 2%, up to 10% at max rank 5. Since this goes up to 5 applications, a full stack of the Winter's Chill debuff will raise the critical strike chance of all frost spells against the target by 10%.

This is most useful when it is maxed out, or with at least 4 points in it. Any lower makes it likely that the 'Winter's Chill' will not stack as not all your spells will be applying it; maxing out the talent means that every frost spell you cast will apply this debuff. Because the effect expires after 15 seconds, a new Winter's Chill must land every 15 seconds to maintain the stack, otherwise it will expire and must be re-stacked.

Notes

Note that the debuff has a separate resist from the spell; a frost spell that hits the target for full damage may still have the debuff resisted. Also note that any damaging frost spell will attempt to apply the debuff, including Frost Nova. Highly recommended for frost mages. May not be needed if you raid with some mages consistently, don't use frost anywhere else, and have one designated mage applying the debuff. Still very useful for frost soloing.

Blizzard is the only frost spell that can not apply the winter's chill affect to the target. It is also the only frost spell that can not benefit from winter's chill, as it can not crit.
