This item drops from Winterfall Ursas in Winterfall Village. The effect doesn't stack and the buff is 1/2 of the buff Winterfall mobs gain from it.
Patch changes
Patch 2.4.2 (5/13/08): The Winterfall Firewater buff is no longer dispellable.
