Witches Band is a drop from the Headless Horseman. The Horseman is found in the Graveyard wing of Scarlet Monastery during the Hallow's End seasonal event.
Notes
It is identical in every way bar the name and icon to the Band of Halos. So, theoretically, you could have two of the "same" ring, despite it being Unique.
Before 2.3, this item was called Witching Band (not to be confused with the Witching Band that drops in Hellfire Ramparts).
