Removed "Admins only" from "How to add a new suspect" section Edit

The "(Admins only)" was added to "How to add a new suspect" section without discussion or notation from my perspective, so I removed. It also doesn't make much sense and is confusing. If it is admin-only, why wasn't that section moved under "Administrator-only actions" section? --Beware the sneaky smile! Fandyllic (talk · contr) 8:59 AM PST 19 Jan 2011
