Wulan is a level 30 cooking vendor located in Shadowprey Village in the contested territory of Desolace. You can find Wulan at the top of one of the village towers (coord location - 26,70).

He sells the Expert Cookbook, which is required for Horde characters who wish to become experts in cooking.
