Zanza the Restless gives the quests to obtain the Zul'Gurub class enchants and the +10 nature resistance enchant Savage Guard. You can find him on top of the Altar located between High Priest Venoxis and Bloodlord Mandokir.
He starts the following quests:
[60R] Animist's Caress Adds 10 stamina, 10 intellect, and increases healing by up to 24

Some have speculated that due to his spectral appearance, his claims of incredible age, and the undead troll skin used for him, that this is the same Zanza that the Zandalar Tribe revere as one of the Loa. He does appear to be a being of great power, revered by many trolls, who can grant his blessings to those who bring him the proper sacrifice.
Possibly added later on to confirm the speculations, this is the speech he gives when you approach him (at Neutral reputation):
"I am Zanza, a Loa of Zandalar. I have come in this ethereal form from Zandalar to help my people. Hakkar has no dominion over my soul.
I help those that have helped the Zandalarian people."
