Zephyr is the Keepers of Time representative located in the World's End Tavern of Shattrath City. To players of revered reputation with the Keepers of Time, she offers a teleport to the Caverns of Time in Tanaris.
She seems to enjoy the occasional beverage while at the Tavern.

Patches and hotfixes
Patch 2.4.0 (3/25/08): A representative of the Keepers of Time has been spotted at the World's End Tavern in Shattrath. Players in good standing with the faction will be granted ease of passage to the Caverns of Time.
