The Zergling Leash item summons and dismisses a Zergling, a beast small pet that follows you around, meaning it is a non-combat pet and will not aid you in battle.

This item is available only to people who bought the Collector's Edition of World of Warcraft.
You can obtain this pet by opening your gift box item (that you receive in the mail) and accepting the quest Welcome! which requires you to turn in the gift item to an NPC in exchange for a choice of three pet items, one of which is the Zergling Leash. The name of the gift box, NPC and quest zone is different depending on your chosen race.

Notes
As its idle animation, it will occasionally snap forward, as if attacking.
It is possible for the two new races in the Burning Crusade expansion pack, the Draenei and Blood Elves to carry out the quest and obtain this item.
