Zungam is in a hut past the first Lynx pulls as you head toward Halazzi. He is chained until you reach him and release him. He then walks down the stairs to the first floor of the hut and becomes a repair vendor.
You need to "locate and assist" Zungam in the quest "A Troll Among Trolls," which comes after the quest where you have to collect 10 troll tusks.
