Strategy

To start the encounter, kill on the orbs around it after killing the other bosses in the instance.

The dragon has an aura that damages and slows you. To remove it, just move around. It's called something like "Intense Cold". Move around every few ticks, then continue damage/healing. Watch out for the tail swipe, the range is huge and you get knocked pretty far back.
